The Center for Analysis and Research in Human Rights (CARDH) documented 51 occurrences of kidnappings of foreign people from four different nations between January 2023 and August 4, 2023 in an eleven (11) page report titled “Gang violence and kidnapping” made public this Friday, August 4, 2023.
Furthermore, “eighty-three (83) cases of kidnapping were recorded for the month of July 2023 by CARDH’s Crime Observation Unit (COC), including 23 in Bas-Artibonite (at least two kidnappings collectives)” can be found in the human rights organization’s report, which reiterates its call to the state, policies, and international cooperation to prioritize citizens’ rights.
Other figures provided by the Center for Analysis and Research in Human Rights (CARDH) show that the Vitelhomme Innocent gang in Tabarre and surrounding areas forced 400 families, totaling 2,000 internally displaced persons, including 229 children (0 to 17 years old), to flee their neighborhoods and homes.
“This situation portends an increase in violence and other gang modus operandi for the third quarter,” says the CARDH, recalling that the deployment of the international force supposed to come to help Haiti solve its insecurity problem must wait for a vote of the Security Council of the United Nations as well as the necessary resources that the United States- United of America said they were determined to find. In the interim, the group urges the government to provide supplies, equipment, and other resources to the police, as the deployment of the international force will take time. According to Todd Robinson, Assistant Secretary of State, Kenya plans to deploy an evaluation delegation to Haiti during the week of August 19.
