The US draft resolution welcomes Kenya’s offer to serve as the force’s commander, according to AP, which claimed to have gotten a copy of the text on Saturday. According to AP, “it is obvious that this would be a non-UN force financed by voluntary contributions.”


The force would be authorized by the resolution for a year, with a review occurring after nine months. In a report published this past Saturday, the news agency noted that the force will help strengthen local police capabilities “through the planning and conduct of joint security support operations as they work to combat gangs and improve living conditions.
