The Haitian National Police (PNH) arrested, on Wednesday, August 6, 2025, Edouens Elan, alias "Silibon," cousin of Luckson Elan, leader of the armed gang "Gran Grif" operating in Savien (Artibonite). He is suspected of being involved in a network supplying ammunition to the criminal group. Saint-Marc, August 8, 2025 – According to the PNH, Edouens Elan allegedly handed over a shipment of ammunition to a motorcycle taxi driver, identified as Wendy Edmond, who was tasked with delivering it to "Gran Grif." The latter was intercepted and killed on Sunday, August 3, by a vigilante group in Jean Denis.
Considered an active member of the gang, "Silibon" was taken into custody at the Saint-Marc police station. The investigation continues to identify his accomplices and dismantle the arms and ammunition trafficking network.
