Port-au-Prince, August 9, 2025 — The Ministry plans to introduce a matrix of priority actions, structured around seven areas: security, elections, economy, social affairs, governance, public finances, and territories. This tool will allow for more precise monitoring of strategic projects. Two new sections will be added: the estimated cost of each action and its funding sources.
Revised Revenue Targets According to the Director General of the Budget, Jean Michel Silin, maintaining the current tax burden (4.40%) would require revenue of 248 billion gourdes. As a precaution, this figure has been reduced to 240 billion gourdes, representing a tax burden of 4.30%.
An additional 18 billion for education and security The budget is expected to provide approximately 18 billion additional gourdes for the Ministry of National Education (MENFP) and the Haitian National Police (PNH), to finance the annualization of debit cards, the permanent appointment of new teachers, and the induction of two police officer classes.
Alfred Fils Métellus intends to meet with the five largest beneficiaries of the budget—Education, Public Works, Agriculture, Health, and Justice—to accelerate the execution of current spending and define priorities for the coming fiscal year.
